Duties
Summary
The incumbent in this position will furnish actuarial analysis, reports, and related data pertinent to the administration and revision of veterans' services and entitlement programs (with the exception of life insurance). This includes disability compensation, pension, educational benefits, home loan guaranty benefits, vocational rehabilitation, and burial.
Responsibilities
As an Actuary for the VBA you will:
Compile Statistical Data for Analysis and Reports
This will involve actuarial expertise in applying a wide variety of projections across the full range of the Veterans Affairs benefit programs with a focus on disability compensation and other post-employment benefit programs. Specific duties include: developing actuarial liability for various programs as required for financial reporting; preparing and defending formal actuarial reports; providing a high level of predictive modeling and research; and advanced actuarial projection, statistical analysis, data mining, predictive modeling and innovative research.
Estimate Probability and Cost
This will involve developing new approaches to problems using advanced data mining and predictive techniques (e.g. decision tree, GLM, NN, MARS). Specific duties include: building predictive models using diverse data sources; implementing model results into organizational decisions and strategies; developing in-house knowledge of various model and recommendations for their future use; and performing advanced programming in SAS, Excel, Access or other software to perform data mining and predictive modeling activities.
Design, Test and Administer Strategies to Minimize Risk
This will involve providing authoritative actuarial consultation and advice on a wide range of program issues. Specific duties include: evaluating proposed legislation affecting veterans benefit programs for cost, impact and actuarial soundness; preparing supporting evidence for the findings that can be understood by a layman; designing ad-hoc models and analyses; working closely with organizational elements and communicating with actuaries and technicians on matters pertaining to the actuarial aspects of the VA's services and compensation programs; and working with both interagency and external contractors on a project basis.
Project Lead Responsibilities
This will involve responsibility to the Director, Accounting Policy and Reporting Staff, for ensuring that the work of the Actuarial team is carried out. In this capacity the Team Lead will explain team goals and objectives; assist the team in organizing in order to accomplish the work; coach, facilitate and solve work problems; provide information to the supervisor on performance of the team and individuals; communicate assignments, milestones and deadlines; observe training needs; and relay training needs and requests to the supervisor.

Qualifications
There are three major requirements that must be met in order to qualify for this position. Those requirements are as follows and must be met by the closing date of the announcement:
Requirement 1
A bachelor's (or higher level) degree that included courses in actuarial science, mathematics, relevant statistics, business, finance, economics, insurance, or computer sciences totaling at least 24 semester hours. This course work must have included a minimum of 12 semester hours of mathematics that included differential and integral calculus and one or more courses in mathematics for which those calculus courses were prerequisites.

Requirement 2
A minimum of one year of specialized experience, equivalent to at least the grade GS-13 level in Federal or other service, that demonstrated mastery of advanced theories, practices, methods and principles of actuarial science sufficient to provide expert consultation to senior level staff and to other actuaries, analysts, and personnel on social or health insurance issues, study approaches, research techniques amendable to actuarial methods, and the validity of actuarial assumptions and methods. Such work would typically have involved planning, coordinating and analyzing recent financial experience and preparing estimates of future experience based on general social, economic, and demographic factors using a variety of actuarial techniques.

Requirement 3
Current associateship in the Society of Actuaries; or associateship in the Casualty Actuary Society; or status as an Enrolled Actuary. You must submit proof as part of your application.

Only education or a degree recognized by the U.S. Department of Education from an accredited college, university, schools or institution may be used to qualify for Federal employment.
