BlueCross BlueShield of Minnesota seeks an actuarial director to lead a team dedicated to the Government Markets space. This actuary’s primary focus will be on Medicaid products, with additional responsibilities to include some of our Medicare portfolio, e.g. Medicare Cost and/or Med Supp. Polished communication skills and the ability to work in a cross-functional team environment will be keys to success in this leadership role.
Leads and directs all actuarial work for PMAP/MNCare, as well as other assorted Medicare products, e.g. Medicare Cost and Med Supp. Responsibilities include oversight of budgeting, forecasting, trend analysis and revenue/cost driver identification and evaluation for these lines of business.
Provides actuarial perspective in collaborative cross-segment efforts to manage the product, including interaction with other departments such as Underwriting, Government Markets, Finance, Network Management and Legal.
Directs the development of mathematical models and analysis of data, in collaboration with other departments, to predict impact of proposed changes, support financial reporting and forecasting, and develop/amend processes to maintain product viability and financial soundness.
Directs rate and annual filings as required by State and Federal regulators ensuring timeliness, acceptance by regulators, and appropriate loss ratios for regulatory and corporate requirements for solvency, profitability and membership.
Participates in rate and contract negotiation processes with the state, working to ensure actuarially-sound pricing and consideration of all material aspects impacting such rates.
Communicates with BCBSM senior leadership in an effective and straightforward manner, providing perspective on potential risks and opportunities for given decisions.
Manages the team including interviewing and hiring employees following required EEO and Affirmative Action guidelines and ensuring employees receive the proper training.
Conducts performance evaluation, and is responsible for managing employees, including skill and career development, policy administration, coaching on performance management and behavior, employee relations and cost control.
Bachelor’s degree in mathematics, statistics, actuarial science, economics, finance, accounting or related field.
Eight years of experience in the areas of actuarial, finance or related field, including experience in managed care.
Three years of staff, team lead, or project lead experience.
FSA, FCAS, or ASA designation.
Demonstrated delegation and management skills.
Excellent oral and written communication skills.
Experience with Medicaid and/or Medicare strongly preferred.
